@Observing: Thank you Mike ! These posts are there to prevent the cars from going up to park on the pavement. In the evening and the weekends there is a lot of people there and traffic jams!

A fascinating shot, Marie, and your reply to Mike told me what the posts are.
I presume those are palm trees, wrapped on the top to protect the fronds during shipping.
